The Budva riviera is the loud, fast, party-led counterpart to the calmer Bay of Kotor. 2,500 years of history (Illyrian, Roman, Venetian), a compact walled old town half-destroyed by the 1979 earthquake and rebuilt brick-by-brick, the iconic-and-closed Sveti Stefan island, casinos, megaclubs, summer festivals, and some of the busiest beaches in Montenegro. This guide tells you when it works and when to skip it.
Budva or Kotor — which to choose?
Different countries, almost. Kotor is medieval, contemplative, UNESCO-protected, ringed by mountains. Budva is loud, tanned, late-night, sandy and surrounded by other beach towns. If you have time for only one, pick Kotor. If you have time for both, give Budva one day. If you specifically want nightlife, beach clubs, casinos and Russian-pop concerts — make Budva your base.
Budva old town
The old town (Stari grad) sits on a small peninsula at the southern end of Budva bay. Walls, narrow stone alleys, three churches, two squares, the citadel at the tip. Walking the walls at sunset costs €2.50 and rewards with the postcard view back over the bay.
- Church of St John the Baptist — the most prominent church, founded in the 7th century.

Sveti Stefan — the closed-island viewpoint
A 15th-century stone fishing village on a tiny islet, joined to the mainland by a sand causeway. In 1955 the whole village was nationalised and turned into a hotel-town for Yugoslav royalty and Hollywood stars (Sophia Loren, Liz Taylor, Tito himself). The island has been closed for years now — a long legal dispute. You cannot enter. You can stand above it. Few sights this iconic are this accessible and this unenterable.
- Free viewpoint from the road above the village. Always open. Park at the village of Sveti Stefan and walk down.
- Better viewpoint: the small church Crkva Sv. Save on the hill.
- Swim: Miločer beach below (public side). The royal beach is roped off.
- Location: 6 km southeast of Budva, on the main coastal road.

When to skip Budva
- If you came for the calm Bay of Kotor experience and only have 3–5 days, skip Budva entirely.
- If you dislike beach-club music carrying across the water at 2 a.m., do not stay in central Budva in July–August.
- If you came for hiking, slow food and traditional culture, prefer Cetinje, Lovćen or the north.
